The Rural Community Development Initiative 

The Rural Community Development Initiative (RCDI) Notice of Solicitation of Applications (NOSA) was published in today’s Federal Register (click here to download). The program is to develop the capacity and ability of private, nonprofit community -based housing and community development organizations and low-income communities to undertake projects related to housing, community facilities, or economic development in rural areas. Strengthening the Recipient’s capacity will benefit the communities they serve. Agency funds are awarded to an Intermediary who provides training to Recipients who then, in turn, train their own communities or individuals within their service areas (Beneficiaries). 

The minimum and maximum grant amounts are: $50,000 and $250,000. There is a 50/50 match requirement for the program. The application deadline is May 13, 2020, for grants.gov users and May 18, 2020, for paper copies (submitted to our State Office in Des Moines – USDA Rural Development, 210 Walnut Street, Rm 873, Des Moines, IA 50309). Interested applicants should obtain a Dun and Bradstreet Data Universal Numbering System (DUNS) number and register in the System for Award Management (SAM) early on in the application process to obtain this information prior to application submittal (please see page 12766 of the attached NOSA, #3).
