Communications & Development Assistant for Community Solutions of Eastern Iowa
(Part-time 32hrs/week)
This position supports the Executive Director to ensure efficient operation of the office and is responsible for supporting the fundraising and communication efforts for the ECIA nonprofit subsidiary, Community Solutions of Eastern Iowa (CSEI). This role involves tasks related to organization, communication, and fundraising, such as coordinate meetings, assist with the cultivation, solicitation, and stewardship of donors, manage donor data, coordinate fundraising appeals, create communication materials, grant packages, and coordinate events, all with an aim to raise awareness and promote the organization’s mission.
Qualifications & Skills:
- Bachelor's degree in communications, philanthropy, or related field preferred and at least two years of experience is required
- A combination of education and experience could be considered. Experience working for a nonprofit is preferred.
- Knowledge of practices and principles of grant writing and fundraising is preferred.
- Strong communication skills (written and verbal) are essential.
- Proficiency in Microsoft Office Suite and Google Sheets, Zoom, and Teams platforms are required.
- Experience with public meetings, fundraising cycles, and annual fund appeals are required.
- Familiarity with digital marketing and social media platforms are also required.
- Must have strong organizational skills and the ability to handle multiple tasks and priorities
- Ability to work independently and in a team environment; attend meetings both in and out of the office; occasional travel in the day and the evening and to attend events or training in other cities
- Possess valid driver’s license to operate a motor vehicle, a clean driving record, and be insurable under ECIA’s insurance policies.
Benefits: Hourly wage depending on experience: $24.28 – $27.05 with an excellent benefit package, including IPERS.

Family Support Specialist
Under the supervision of the Director of Housing and Support Services, you'll play a vital role in administering Department of Housing and Urban Development (HUD) Section 8 Housing Choice Voucher (HCV) and/or Public Housing Family/Elderly Self-Sufficiency Programs. You'll work directly with tenants, guiding them on their journey toward self-sufficiency.
Responsibilities:
- Tenant Empowerment & Case Management:
- Refer tenants to the Family Self-Sufficiency (FSS) or Elderly Self-Sufficiency (ESS) programs.
- Conduct detailed needs assessments and develop personalized Contracts of Participation or action plans for participants.
- Program Development & Collaboration:
- Market the FSS program to attract new participants and service providers.
- Network with other agencies to stay informed about program changes and organize task forces to improve client services.
- Housing Program Support (as needed with HUD approval):
- Maintain FSS/ESS tenant files, complete initial lease-ups, annual reviews, and process income/family composition changes.
- Provide information to owners or agents about housing program requirements and procedures, acting as a liaison between tenants and landlords.
Knowledge and Skills:
- A Bachelor’s Degree in social work, psychology, education, business, or a related field.
- At least two years of experience in case management, counseling, property management, or social work is desired.
- Excellent verbal and written communication skills.
- The ability to acquire certification as an HCV Practitioner/Specialist in HQS, Occupancy, Eligibility, Income and Rent Calculation, or PH Management Certification (where applicable), and FSS Certification within your first year of hire.
- Proficiency in using personal computers and software, including word processing and financial programs.
- Knowledge of housing principles and practices, fair housing laws, and federal housing programs.

Project Manager/Inspector
As a Project Manager/Inspector you will play a crucial role in administering federal and state grant programs. You'll work closely with city and county governments, housing contractors, property owners, inspectors, and tenants to ensure housing projects comply with Department of Housing and Urban Development (HUD) Lead and Healthy Homes Programs.
Responsibilities:
- Program Development & Implementation: Help develop and enhance housing through programs like the HUD Lead Paint Program, Healthy Homes Program, and Housing Trust Fund.
- Project Management: Develop construction specifications, prepare bid packages, and award construction bids, ensuring compliance with local, state, and federal requirements
- Compliance & Reporting: Interpret program regulations and maintain meticulous inspection records.
- Communication & Collaboration: Prepare and file oral and written reports, and effectively communicate with contractors, member cities, regulatory agencies, property owners, renters, and the general public.
- Financial Oversight: Assist in preparing project budgets and monitoring program expenditures.
- Continuous Improvement: Stay informed on industry trends, maintain required training and certifications, and consistently provide excellent customer service.
Knowledge and Skills:
- A Bachelor's degree in Environmental Science, Public Administration, Business Administration, or Construction Management. Other related degrees and relevant experience may be considered.
- Within six months of employment (with provided on-the-job training): Lead Inspector/Risk Assessor and Lead Abatement Contractor Certification.
- A valid driver's license with a clean driving record.
- Pass a criminal history background check.
- Skill in: Using computers and relevant software, effectively communicating with the public and contractors, and navigating complex interactions with internal and external contacts.
- Ability to: Produce clear and concise written and oral reports.
Benefits: Starting salary range: $ 63,000 – $70,200 plus benefits including vacation, sick, medical, dental, vision, short term disability and IPERS retirement.
