Chief Executive Director


Salary

The annual salary range for preferred qualifications is $144,000 to $160,000


Duties & Responsibilities


  • The Executive Director serves as the chief executive officer of ECICOG and is responsible for the

        overall leadership, management, and direction of the organization.

  • The Director works in partnership with the Board of Directors to implement the agency’s mission, maintain financial stability, and respond to the evolving needs of the region.
  • Serves as Department Director for the Community Development Team, providing hands-on

        guidance for community facilities, housing, and downtown revitalization initiatives.

  • Leads ECICOG’s business development efforts, identifying new funding sources, partnerships, and service opportunities that enhance the organization’s sustainability and regional impact.
  • Oversees development of the Comprehensive Economic Development Strategy (CEDS) and coordination with the U.S. Economic Development Administration (EDA).
  • Partner with the Board of Directors to define and implement ECICOG’s mission, vision, and strategic priorities.
  • Organize, prepare for, and participate in all ECICOG Board and Executive Committee meetings, including scheduling, agenda preparation, staff reports, and meeting materials.
  • Provide accurate and timely information, recommendations, and performance updates to the Board.
  • Ensure compliance with open meeting laws and maintain official Board records.
  • Support the Board Chair and committees in fulfilling governance responsibilities.
  • Foster a collaborative, transparent, and accountable relationship between staff and the Board...etc.


Knowledge & Skills


  • Bachelor’s degree in public administration, urban/regional planning, community development, business administration, or related field (Master’s preferred).
  • Minimum of 8–10 years of progressively responsible experience in local government, regional planning, or community/economic development, including at least 5 years in a leadership or management capacity.
  • Demonstrated success in business development and/or grant acquisition preferred.
  • Experience managing public-sector programs, budgets, and staff required.
  • Familiarity with Iowa’s intergovernmental systems and regional councils of governments preferred.
  • Deep understanding of community and economic development programs, funding mechanisms, and project management.
  • Strong strategic, financial, and analytical skills with the ability to manage complex budgets and contracts.
  • Excellent communication, negotiation, and relationship-building skills.
  • Proven leadership ability to inspire, direct, and develop staff within a mission-driven organization.
  • Entrepreneurial mindset with a demonstrated ability to identify and pursue new opportunities.
  • Embodies ECICOG’s values of service, flexibility, teamwork, initiative and “can do” spirit.

Environmental Resource Specialist


Duties & Responsibilities


  • In cooperation with the Director of Development, participates in the delivery of environmental and solid waste planning services and projects to member communities.
  • Responsible for assessing waste streams, identifying reuse and recycling opportunities, expanding recycling efforts, researching recycling markets, and conducting waste sorts.
  • Visits various commercial and industrial work sites to promote the Iowa Waste Exchange Program.
  • Works closely with school officials to develop goals and implement programs regarding waste minimization.
  • Works cooperatively with the Iowa Dept. of Natural Resources, Iowa Waste Reduction Center, Iowa Economic Development Authority, landfill commissions, public and private resource recovery points, regional solid waste planning committees, state employees and other regions across the state and/or out of the state to help network waste exchange information, identification and transfer programs.
  • All other job duties as assigned by the Director of Development and/or the Executive Director. 


Knowledge & Skills


  • Knowledge of principles and practices used in environmental planning, including knowledge of business and industry waste streams.
  • Ability to perform standard arithmetic and statistical calculations.
  • Ability to access, read, interpret and apply technical information, including local and state codes, and other related ordinances, laws, and regulations.
  • Ability to identify materials, both waste and byproducts within the solid waste stream, and match businesses and industries that may be users of the materials found within a waste stream.
  • Ability to proficiently operate standard office equipment and a personal computer with software programs for word processing, spreadsheets, e-mail, and internet.
  • Ability to interact with the public, business, industry, contractors, developers, and other public officials in a positive, courteous manner.
  • Ability to detect deviations and other variances from established regulations and skill in identifying appropriate corrections.
  • Ability to establish effective working relationships with coworkers and supervisors.
  • Basic knowledge of bookkeeping and accounting functions.


Qualifications


  •  Bachelor’s degree in Environmental Science, Planning, Public Administration or related field preferred; and Work Experience: Prefer one year in Environmental Planning or related field; or An equivalent combination of education, training and experience that provides the knowledge, skills and abilities necessary to perform the essential functions of the position.
  • Required licenses, registrations and certifications: None, except for State of Iowa Drivers License or ability to provide own transportation and driver for frequent travel.
  • Required post-offer physical examinations: Employer may require a physical examination that complies with state or federal guidelines.
